The Flight Radio Telephone Operator Licence (FRTOL) ÔÇö also known as the RTR(Aeromobile) ÔÇö is a mandatory qualification for every pilot operating in India. Yet it is one of the most misunderstood licences in aviation. Here's everything you need to know.

What Is FRTOL?

FRTOL stands for Flight Radio Telephone Operator Licence. It is issued by the Wireless Planning and Coordination (WPC) Wing of the Ministry of Communications, Government of India ÔÇö not by DGCA. This licence authorises you to operate aeronautical radio equipment in Indian airspace.

ÔÜá´©Å Important: A pilot cannot legally fly in India without a valid FRTOL. Your DGCA CPL will not be processed until you submit proof of FRTOL.

Eligibility

  • Must have cleared at least 2 DGCA written exams (or be enrolled in a recognised aviation institute)
  • Age: Minimum 18 years
  • English proficiency required

Exam Pattern

  • Written Exam: Radio theory, propagation, ICAO phraseology, emergency procedures
  • Practical (Voice Test): Simulated ATC communication test in a laboratory setup
  • Passing Mark: 70% in each component

How to Prepare

  • Study WPC-prescribed material on radio theory and procedures
  • Practise ICAO phraseology daily (taxi, departure, en-route, arrival)
  • Listen to LiveATC recordings for real-world ATC communication exposure
  • Join a structured FRTOL coaching programme
